§ 51.044 WHEN REQUIRED; ADDITIONAL PLUMBING FACILITIES REQUIRED.
   (A)   Except as is herein otherwise provided, every person as owner or occupant or as agent of the owner of any building or structure located on any land abutting on a street, alley, or right-of-way wherein there is now located or may in the future be located a public water line shall be required to install, connect, and maintain water pipes to the public water mains through a meter to be installed at the property line by the City. Further, the person shall be required to install, connect, and maintain to the public water main adequate lines or pipes and to use the water for the purpose of flushing and keeping in a sanitary condition the required sewerage drains and lines installed and maintained on the premises, pursuant to division (B) below, if and at the time as the sewer service shall be made available.
   (B)   Except as is herein otherwise provided, every person as owner or occupant or as agent of the owner of any building or structure located on any land abutting on a street, alley, or right-of-way wherein there is now located or may in the future be located a public sewer main shall be required to install, connect, and maintain to the public sewer mains adequate sewerage drains for the disposal of all waste from water closets, bathtubs, lavatories, sinks, and drains upon the lot or premises.
   (C)   Where both water and sewer mains are available, connection to both systems shall be required. Where only water mains are available, connection to this single system shall be required.
   (D)   Following the completion of construction of new or extended water or sewer mains, parties to whom this division (D) applies shall have ninety (90) days in which to comply fully with the connection requirements contained in this chapter and Chapter 52 (required to connect to the public utility system if available.) No property owner shall be required to cross the private property of any person to make a water or sewer connection.
