(A) Individual lots with existing mains. When a permit has been issued by the City for sewer or water connections, the City shall construct the necessary lateral, including the necessary excavation, lay the pipe, install a meter where necessary, make the connection to the main, fill the excavation, and replace the surface of the street; provided, that no lateral shall be constructed beyond the property line involved. Or the Public Utilities Director or his or her designee may direct the connection be accomplished by a licensed contractor of the property owner’s choice. The cost of the connection to be burdened by the property owner. All cost to be in accordance with the fee schedule.
(B) By developer/contractor.
(1) The developer/contractor shall extend water and sewer mains from existing City water and sewer facilities to include area to be developed as approved by the City.
(2) He or she shall provide water and sewer taps and extend laterals to the property lines.
(3) Water and sewer mains shall be installed on opposite sides of street in the shoulder or behind the curb lines as approved. Connections and laterals shall be installed at time of water and sewer main installations.
(4) Valves, fire hydrants, manholes, and other accessories shall be installed in accordance with approved plans and accomplished at same time as water and sewer mains are installed (per the City of Havelock technical specifications.)
(5) All installations shall be in accordance with appropriate state codes. All installations shall be inspected by the City Inspection Department prior to backfilling.
(6) Additional taps and laterals to property along the mains not owned by the developer/contractor may be installed at City expense as determined at time of plan of approval. Actual cost of laterals shall be charged to the user at the time of hookup.
(7) Curb stops shall be raised to finished grade of lot and left exposed and ready for installation of meter by Public Utilities Department.
(C) By City Building Inspector. Upon performing the final inspection of a dwelling by the Building Inspector, the water service shall be turned off and a lock installed until the deposit fee for water and sewer service is paid to the Water Department.
