No permission shall be issued for water or sewerage connections until after Public Utilities Director or his or her authorized deputy, agent, or representative has made an on-the-premises inspection of the real property identified on the application and determined the following:
(A) The type of connections required;
(B) The type of waste to be discharged into the sewer system; and
(C) Curb stops are exposed and readily available for installing water meter.
