HAVELOCK, NORTH CAROLINA CODE OF ORDINANCES
UNIFIED DEVELOPMENT ORDINANCE
§ 51.040 PERMITS; REQUIRED.
   No person shall connect or be connected with the water or sanitary sewer system of the City until they have made application to the City and received a permit for the connection.
