It shall be unlawful for any consumer to supply or sell water from the City system to other persons or to take or carry away water from any hydrant, water fountain, municipally-owned water faucet, or other outlet without specific written permission from the City. This section shall not prohibit property owners authorized to have only one water and one sewer connection from collecting each month from each of his or her tenants a prorated share of the total bill for water and sewerage services.
