Any customer who believes the provisions of this subchapter have been applied in error may appeal in the following manner:
(A) An appeal of a stormwater utility service fee, related to the amount of impervious surface on a parcel, shall be made in writing and include a surveyed map of the parcel prepared by a registered land surveyor or professional engineer and showing all impervious areas as defined in § 53.04 of this Code. The map shall be submitted in digital and hard copy form and shall contain a table summarizing total parcel area, impervious surface area, and any other features or conditions related to impervious area.
(B) All appeals of administrative determinations are to be heard by the City Manager within thirty (30) days. At the conclusion of the review, the City Manager shall issue a written determination stating whether an adjustment to the stormwater utility service fee is appropriate, and if so the amount of such adjustment.
(C) No provision of this subchapter allowing for administrative appeal shall be deemed to suspend the due date for payment in full of the stormwater utility service fee.
