§ 52.003 FINANCIAL ASSESSMENT.
   The City Manager shall not less frequently than annually assess the financial situation of the sewer enterprise and make recommendation to the City Board of Commissioners regarding the need for an increase or decrease in the sewer user charges. The sewer use charge shall consist of the following elements: a specific service charge for sewer taps off four-inch and six-inch lateral building sewers, a late payment fee, a minimum monthly bill according to meter size, and commodity charges for volume, five-day biochemical oxygen demand, suspended solids, and ammonia nitrogen expressed as nitrogen, and discharges under § 52.100 of petroleum products and toxic substances.
