All itinerant drummers shall post a five hundred dollar ($500.00) cash or surety bond acceptable to the municipal clerk to secure their good faith performance. Such bond shall be returned to the itinerant drummer upon proof that the merchandise or service has been delivered or provided as promised and so long as no person has lodged a good faith complaint against the drummer for nonperformance or faulty performance.
