The village clerk, upon recommendation of the commission, is hereby authorized to approve and sign certain subdivision plats as follows:
A. Subdivision of not more than two (2) parcels of land; or
B. Resolution, where the combination or recombination of portions of previously platted lots does not increase the total number of lots; or
C. Subdivisions of two (2) or more parcels of land in areas zoned for industrial use. Any subdivision approved and authorized in this section shall be in substantial conformity with this chapter. Approval by this summary procedure shall be endorsed on the plat or on the instrument of conveyance in lieu of a plat and such approval shall be conclusive evidence of approval by the commission.
