Connection to the sewer system shall only be made after the payment of the connection fee and issuance of a permit to do so, to any owner of the property to be connected, by the clerk of the village, upon approval of the board, the cost of connection to be defrayed by such owner, including, but not limited to, the cost of installing a stub or service line from the lateral line to the property connected.
