The connection fee for sewer service is one thousand three hundred dollars ($1,300.00). If for any reason the sewer service is cut off for any user, a connection charge as set forth in section 13.04.075 of this title shall be paid upon such reconnection. The aforesaid connection fee does not include the costs of actually making the connection to the sewer facilities. These actual costs of connecting shall be paid by the user.
