The fee schedule for collection and disposal of residential and commercial solid waste by residents, or nonresidents utilizing the Municipal service, shall be:

   B.   Abnormal Service And Special Conditions: For abnormal and special collection and disposal services to residents and commercial and industrial concerns for the removal of solid waste not covered by this chapter, the fee for such services shall be determined by the Board of Trustees, and will depend upon the equipment and personnel required to perform the services.
   C.   Shared Containers: If containers are used to serve two (2) or more commercial users, the fee shall be prorated between or among the users according to the recommendation of the contractor.
   D.   Changes To The Fee Schedule: Changes in the fee schedule for solid waste collection and disposal shall be hereafter as determined and adopted by resolution of the Board of Trustees.
