(A) City residents who have active water accounts may purchase a landfill keycard to access the municipal landfill. Only one keycard may be purchased per household. Purchase of a keycard requires a valid photo ID with a current city address at the time of purchase. The purchaser will also be required to sign a form showing acceptance of the terms and conditions for use of the landfill and keycard.
(1) A nonresident who owns property must submit a letter or approach a meeting of the City Council for temporary access to the landfill.
(2) Any resident or contractor doing remodeling must rent their own dumpster through Woodward’s Disposal.
(B) A keycard can be purchased at the City Clerk's Office for $25 with free activation for the first season, and an annual $25 fee to reactivate the keycard for each following season. If a keycard is lost, mislaid, or stolen, a replacement keycard can be purchased for $25, with an additional activation fee of $25.
(C) Keycard holders who move or at any point no longer reside within corporate city limits must return their keycards or pay a $25 replacement fee.
(D) Any third party not a part of a keycard purchasing household or an agent of a purchaser is prohibited from utilizing the municipal landfill or borrowing a landfill keycard.
(E) Any purchaser who allows a third-party nonresident or non-purchaser, who is not a lawn and tree service, to use their keycard may have their keycard privileges revoked for a period of one year.
(F) Any purchaser may not dump items at the municipal landfill for a non-purchaser.
(1) The City Council shall decide if a violation occurred, based on evidence gathered, and make a formal decision.
(2) The decision shall be served to the offender by certified mail or personal service.
(3) The purchaser can request a formal appeal hearing in front of the City Council within ten days of receipt of the Council’s decision of violation. During this hearing, the purchaser may produce evidence to the Council showing that a violation did not occur or that there were mitigating circumstances.
(4) Any person found in violation will be subject to § 51.99.
