Any person whose premises is located outside the corporate limits of the city and who desires to install a house or building sewer that will be connected with the municipal sewer system shall file a written application with the City Clerk for a permit for such connection and setting forth the name of the owner, occupant or lessee of the premises, the use to which the premises is devoted and such other information as the City Council may require.
