The city shall apply for a license to operate the municipal landfill. Application shall be made to the Department of Environmental Control on forms provided by the Department. No fee shall be charged for such licensing. Each license so issued shall expire five years following the date of issuance but may be renewed if the city has complied with the provisions of Neb. RS 81-1501 through 81-1532 and the rules and regulations adopted thereunder. It shall be the duty of the landfill caretaker to comply with the rules and regulations prescribed by the Department of Environmental Control for the use and operation of the municipal landfill.
