§ 50.03 UTILITY BILLS; SERVICE CHARGES FOR NONPAYMENT; RECONNECTION FEE.
   (A)   Definition. The term UTILITY BILLS, as herein used, shall mean every water, sewer and garbage bill.
   (B)   Utility bill.
      (1)   Utility bills shall be due and payable at the office of the City Clerk on the first day of each month and shall be delinquent on the fifteenth day of the month. Bills not paid by the fifteenth day of the month shall have a service charge added thereto in the amount of $10. Upon being deemed delinquent, as herein defined, the City Clerk shall give a written notice to the customer of such delinquency and shall demand payment immediately.
      (2)   In the event that the bill is not paid within seven days after the service of said notice, it shall be discretionary with the Superintendent to cut off service at any time; provided, that if the delinquent customer is a known social services recipient, it shall be the duty of the City Clerk to notify the customer and the County Social Services Department by certified mail of the proposed termination, and said service shall be cut off within seven days.
