(A) Smoking. All of the following acts are hereby declared unlawful and a violation when committed or caused to be committed by any person or groups of persons within the boundaries or upon the lands of any park owned or operated by the city, except for in the parking areas located within said parks:
(1) Smoking any cigarettes, cigars, pipes, other tobacco products or other smokable products; or
(2) Littering any city-owned real estate by placing tobacco products or tobacco containers on the ground of any part of real estate owned by the city.
(B) Littering. No person shall drop, cast or spill litter on park property except for in receptacles provided for such purpose.
