(A) Every female dog or cat shall be confined in a building or other secure, humane enclosure while in heat in a manner so that the female dog or cat cannot come in contact with any male dog or cat except for planned breeding purposes.
(B) While confined, the female dog or cat cannot be readily available for indiscriminate breeding.
