§ 92.20 APPROPRIATE SHELTER, FOOD AND WATER.
   (A)   No person shall confine or allow his or her dog or cat to remain outside without access to appropriate shelter, which shall be defined as the following.
      (1)   Doghouses must be weatherproof and have a protected entrance or wind break or a flexible flap, and must have four sides and a bottom elevated from the bare ground.
      (2)   Doghouses must contain bedding which resists dampness, such as straw or cedar chips, during the winter season between November 1 and March 31 or when the real temperature is 45ºF or lower.
      (3)   Kennel areas must be cleaned of feces and debris every 24 hours.
   (B)   All animals shall have fresh, potable water and be provided with food which is nutritional for the species in adequate amounts so as to maintain good health.
