(A) Definitions. For the purpose of this section, the following definitions apply unless the context clearly requires a different meaning.
ANIMAL. Any species of bird, mammal, amphibian or reptile.
GUIDE DOG. Any animal serving a blind person in an auxiliary ocular, or eye, capacity.
(B) Prohibition against animal waste.
(1) No person shall knowingly allow an animal to defecate on a public street, sidewalk, alley or any other right-of-way of the city, on public land, in public buildings or on private property without the permission of the landowner.
(2) This division (B) shall not apply to guide dogs.
(C) Removal of animal waste. If an animal shall defecate, the owner of the animal is not in violation of this section if that owner immediately removes any solid waste material and disposes of it in a manner inoffensive to reasonable public sensibilities. Failure to comply with this division (C) is a violation.
