§ 74.01 REGISTRATION AND LICENSING.
   (A)   Within the corporate limits of the city, no resident of the city shall ride or operate a bicycle or moped upon a highway or public way, or upon a public path set aside for the exclusive use of bicycles and mopeds, unless the bicycle or moped has been properly registered and licensed.
   (B)   Every owner of a bicycle or moped within the city shall file with the Police Chief a complete description of the bicycle or moped and shall show evidence of ownership. Subsequently, any resident who acquires ownership of a bicycle or moped shall file for registration within a period of five days from the day of acquisition of the bicycle or moped.
   (C)   The Police Chief shall have the authority to issue bicycle and moped licenses at the time of registration, which shall be effective for a period of two years or until there is a change of ownership. This officer shall keep record of all licenses issued, moped frame and shall keep the record of all fees collected for which the license shall have been issued upon all highways or public ways or upon all public paths set aside for the exclusive use of bicycles and mopeds within the city.
   (D)   Upon the registration of a bicycle or moped, the Police Chief shall issue a license sticker following payment of a $2 fee. The fee shall become the property of the city at the time of issuance of the license sticker. At the time of registration, the Police Chief shall also supply the owner with a registration card showing the registration number and a printed sheet or booklet containing the laws and ordinances applicable to the operation of a bicycle or moped within the city, together with whatever information may, in the judgment of the Police Chief, assist the operator in the safe operation of a bicycle or moped.
   (E)   Upon the issuance of a license sticker, the Police Chief shall have the license sticker affixed to the bicycle or moped, designating compliance and causing the name of the owner and serial number of the bicycle or moped to be recorded and filed. The Police Chief shall cause the sticker to be properly attached to the upper portion of the seat tube in a position so as to be plainly visible.
   (F)   All bicycles and mopeds must be properly registered and shall display the issued license sticker. With a transfer of ownership of a bicycle or moped, the transfer of registration to the new owner must be completed within five days from the date of transfer.
   (G)   Upon the loss or destruction of any license required by this chapter, and upon payment of a fee of $1, a new license shall be issued in the same manner as upon an original application.
   (H)   Upon the sale or transfer of a licensed bicycle or moped, the licensee thereof shall destroy the license sticker and surrender the registration card to the Police Chief, and said licensee may have the Police Chief assign a new license sticker to another bicycle or moped owned or operated by the licensee upon payment of a fee of $1.
