(A) Whoever violates any of the provisions of this chapter while being under 16 years of age shall be referred to the County Probation Department. The owner’s bicycle or moped shall be impounded.
(B) Whoever violates any of the provisions of this chapter while being 16 years of age or older shall be referred to the appropriate court for violation of a city ordinance, with a maximum fine not to exceed $10. The owner’s bicycle or moped shall be impounded.
(C) Whenever a bicycle or moped is impounded and the requirements of this chapter are met by registration, licensing or payment of any assessed fines, and with reasonable proof of ownership, the bicycle or moped shall be returned to the owner upon written request to the Police Department.
