(A) In order that the rates and charges may be justly and equitable adjusted to the service rendered to users, the city shall base its charge not only on the volume but also on the strength and character of the stronger-than-normal domestic sewage and wastes which it is required to treat and dispose of. The city shall require the user to determine the strength and content of all sewage and wastes discharged, either directly or indirectly, into the sanitary sewage system in such a manner and by such a method as the city may deem practicable, in light of the conditions and attending circumstances of the case, in order to determine the proper charge. The user shall furnish a central sampling point available to the city at all times.
(1) Rate surcharge based upon suspended solids. There shall be an additional charge of $0.25 per pound for suspended solids received in excess of 250 milligrams per liter of fluid.
(2) Rate surcharge based upon BOD. There shall be an additional charge of $0.25 per pound for biochemical oxygen demand received in excess of 250 milligrams per liter of fluid.
(3) Rate surcharge based upon ammonia. There shall be an additional charge of $2.50 per pound of ammonia received in excess of 15 milligrams per liter of fluid.
(4) Rate surcharge based upon oil and grease. There shall be an additional charge of $1 per pound of oil and grease received in excess of 25 milligrams per liter of fluid.
(5) Rate surcharge based upon metals. There shall be an additional charge of $10 per pound of metals received in excess of the proposed limits as set out in § 52.055 of this chapter.
(6) Rate surcharge based upon pH.
(a) There shall be an additional charge of $1 per 0.10 standard unit of pH received in excess of the parameters below 6.0 standard units or over 9.0 standard units.
(b) The formula to be used is as follows: flow x 0.006238 x (measured standard unit - allowed standard unit) x rate for high pH (>9.0) and flow x 0.006238 x (allowed standard unit - measured unit) x rate for low pH (<6.0).
(7) Rate surcharge based upon miscellaneous parameters. There shall be a charge of $1 per pound or a minimum charge of $100 per violation of any miscellaneous parameters as determined by the city.
(8) Charge for violation of limitations. For each parameter in violation of the limitations, a $100 minimum charge will be assessed in addition to the applicable surcharge.
(B) The determination of all measured parameters contained in the waste shall be in accordance with the latest copy of Standard Methods for the Examination of Water, Sewage and Industrial Wastes, as written by the American Public Health Association, the American Water Works Association and the Water Pollution Control Federation, and in conformance with Guidelines Establishing Test Procedures for the Analysis of Pollutants, regulation 40 C.F.R. part 136, the Federal Register of October 16, 1973.
