(A) No person shall discharge or cause to be discharged to any sanitary sewer any storm water, surface water, groundwater, roof runoff, subsurface drainage or unaltered water.
(B) No person shall discharge to the community sewer system any waste which causes, threatens to cause or is capable of causing either alone or by interaction with other substances:
(1) A pollutant which could create a fire or explosion hazard in the POTW, including waste streams with a closed cup flashpoint of less than 140ºF, using the test methods in 40 C.F.R. § 261.21;
(2) Obstruction of flow in a sewer system resulting in injury to the system or damage to the wastewater collection, treatment or disposal facilities;
(3) Danger to the life or safety of personnel;
(4) A nuisance or prevention of the effective maintenance or operation of the sewer system through having a strong, unpleasant odor;
(5) A pollutant which could result in the presence of toxic gases, vapors or fumes within the POTW in a quantity which may cause acute worker health and safety problems;
(6) Interference with wastewater treatment processes;
(7) Wastewater treatment plant effluent, or any other product of the treatment process, such as residues, sledges or scum, to be unsuitable for reclamation or reuse or to interfere with the reclamation process;
(8) Discoloration, or any other condition in the quality of the wastewater treatment effluent, in such a manner that receiving water quality requirements established by law cannot be met if the wastewater treatment plant is functioning properly; or
(9) Quantities or rates of flow which overload the wastewater treatment plant or collection facilities after receipt of notice by the Agency.
(C) Any pollutant, including oxygen-demanding pollutants, released in a discharge at a flow rate or pollutant concentration which will cause interference with the wastewater treatment plant.
(D) No person shall discharge or cause to be discharged the following specifically-described substances, materials, fluids or solids which may harm sanitary sewers, sewage treatment processes and equipment, have an adverse effect on the receiving stream or otherwise endanger life, limb or public property or constitute a nuisance without the specific written permission of the Agency. Such permission is subject to termination at any time upon written notice. The prohibited substances are:
(1) Any liquid or vapor having a temperature higher than 150ºF or with a temperature which will inhibit biological activity in the wastewater treatment plant, resulting in interference, but in no case wastewater with a temperature which will cause the raw wastewater in the influent to the wastewater treatment plant to exceed 104ºF;
(2) Any liquid fats, wax, grease or oils of mineral or petroleum origin, whether emulsified or not, in excess of 25 milligrams per liter or containing substances which may solidify or become viscous at temperatures between 32ºF and 150ºF;
(3) Garbage which is not generated in the preparation of food normally consumed on the premises. All garbage shall be properly shredded to dimensions smaller than one-half inch and shall be carried freely under normal flow conditions. Garbage grinders shall not be used for grinding plastics, paper products, inert materials or garden refuse;
(4) Any fluid or solid containing objectionable or toxic substances which exceed the established daily limits for such materials. Unless more restrictive limits are established by a regulatory agency having jurisdiction, the following concentrations shall not be exceeded in the appropriate sample type for the pollutant in question. All limits are based on total concentration, milligrams per liter, unless otherwise noted. The concentration shall be measured at the industry’s sampling manhole.

(5) Any fluid or solid in such concentration so as to exceed limits which may be established by the Agency or any other public agency having jurisdiction;
(6) Any radioactive wastes or isotopes of such half-life or concentration as may exceed limits established by state or federal regulations;
(7) Any wastewater having a pH less than 6.0 or higher than 9.0 or having any other corrosive property capable of causing damage or hazard to structures, equipment or personnel of the system unless said system is specifically designed to accommodate such wastewater;
(8) A solid or viscous pollutant in an amount which could cause obstruction to the flow in a sewer or other interference with the operation of the POTW;
(9) Any slug load, including any oxygen- demanding pollutants, released in a single extraordinary discharge episode of such volume or strength so as to cause interference to the POTW;
(10) Limitations on wastewater strengths in this section may be supplemented with more stringent limitations if:
(a) The Agency determines that the lesser limits do not provide sufficient protection for the waste treatment system; or
(b) The Agency determines that the lesser limits may not be sufficient to enable the treatment plant to comply with water quality standards or effluent limitations specified in the National Pollutant Discharge Elimination System permit.
(11) A truck or hauled pollutant, except:
(a) With the permission of the POTW; and
(b) When introduced to the POTW at a discharge point designated by the POTW.
(E) No person shall discharge any substances directly into a manhole or other opening in a community sewer, other than through an approved building sewer, unless upon written application by the user, payment of the applicable user charges and fees and authorization by the Agency.
(F) Except to the extent that it may be preempted by the acts of the state or federal agencies pursuant to state and federal laws, rules or regulations, the Agency may prohibit any connection to the community sufficient capacity in all downstream sewers, lift stations, force mains and treatment plants, including capacity for BOD and SS to accommodate the effluent from said connection.
(1) Wastewater strength containing CBOD in excess of 380 milligrams per liter; or
(2) Wastewater strength containing TSS in excess of 390 milligrams per liter.
(G) No discharger is allowed to increase the use of potable or process water in any way nor mix separate waste streams for the purpose of diluting a discharge as a partial or complete substitute for adequate treatment to achieve compliance with applicable standards.
