§ 51.40 PAYMENT VIOLATIONS.
   The failure to pay a Water Utility user fee when due shall constitute a violation of this chapter, which shall be enforced by the city and such persons as the city may appoint for such purpose, and which shall also include the cost of recovery, including attorney fees, other costs of collection and recording fees.
