§ 51.38 TAP-IN FEES.
   (A)   Prior to an original service connection, the Department shall collect from the proposed customer the following tap-in fee based upon the size of the line from the water main to the point on or near the customer’s premises, as set forth in § 51.37 of this chapter, the fee being as follows.

   (B)   The tap-in fee shall be based upon the estimated cost of the water meter service pipe from the main to the meter, curb box, valve pit and valve box, the other materials and equipment used in making the installation and the labor cost therefor. The tap-in fee for lines in excess of three-fourths inch shall be the cost of time and materials, but in no case less than the fee for a five-eighths-inch or three-fourths-inch line.
   (C)   All revenue derived from tap-in fees shall be deposited in the Operation and Maintenance Account and shall be treated as ordinary income for the period received. No part of the tap-in fee shall be returned to the customer.
