(A) (1) Prior to an original service connection, and also prior to the establishment of service to a new customer at a premises upon transfer of the possession of said real estate when the previous customer has requested a discontinuance of service as provided for in § 51.21 of this chapter, the Department shall collect from the proposed customer a cash deposit as follows.
(2) All other proposed new customers shall have their cash deposit based upon the size of the water line from the Department’s water main to the point on or near the customer’s premises as specified in this division (A)(2), such schedule to be as follows.

(B) At the discretion of the Department, a seasonal customer may be required to pay a lesser cash deposit, which shall be equal to the estimated water consumption of the customer to the season.
