(A) Establishment and powers. There is hereby established a Board of Public Works and Safety within the executive branch. The Board shall be the chief administrative body of the city and shall have control of the day-to-day operations of the executive departments established in § 30.03 of this chapter.

(B) Members of the Board and powers.
(1) The members of the Board of Public Works and Safety shall consist of the Mayor and two residents of the city, who shall be chosen by the Mayor and serve at his or her pleasure. The Board of Public Works and Safety shall exercise the powers and duties as prescribed by state law.
(2) The Mayor is specifically authorized to choose members of the Board of Public Works and Safety, shall appoint the heads of the departments listed in § 30.03 of this chapter and shall appoint the head of the Department of Parks and Recreation with the approval of the Board operating the Department, pursuant to I.C. 36-4-9-2 and I.C. 36-4-11-2.
