1060.09   YARD WASTE DISPOSAL.
   (a)   Commencing on the third Monday of October and continuing until the second Friday in November, residents may place leaves at curbside or roadside in long narrow rows for pickup and disposal by the City. Leaves must be accessible to City equipment and must not be placed at curbside or roadside until instructed to do so by the City.
   (b)   Commencing on the first Monday in April and continuing until the last Monday in November, residents may place brush at curbside or roadside once per month for pickup and disposal by the City. Brush shall not be placed at curbside or roadside until the Friday before the first Monday of each month, the pickup day. At all other times of the month, brush shall not be placed at curbside or roadside, but shall be stored on private property, not City right-of-way.
   (c)   Commencing on the first Monday in April and thereafter each Monday until the last Monday in November residents may place bagged yard waste at curbside or roadside for disposal by the City. Only recyclable paper bags may be used for yard waste disposal. Placing loose yard waste at curbside or roadside is prohibited unless packed in recyclable paper bags. Yard waste shall not be placed at curbside or roadside until the Friday before the Monday, the pickup day. At all other times of the week, yard waste shall not be placed at curbside or roadside, but shall be stored on private property, not City right-of-way.
   (d)   Leaves, yard waste and brush generated in the City may be delivered to a designated City facility by the owner for disposal or may be removed from private property by a private contractor at owner's expense.
   (e)   It shall be unlawful to place grass clippings in the street or road using mechanical means such as, but not limited to, a mowing or blowing device.
