(a) No person residing outside the City limits shall bring into the City for disposal or collection any garbage, offal, rubbish, trash, newspapers, magazines or kindred material, solid waste, yard waste, waste oil, tires, bulky waste.
(b) No person residing within the City limits shall place, consent or procure the placement of, garbage, offal, rubbish, trash, newspapers, magazines or kindred material, solid waste, yard waste, waste oil, tires, bulky waste created or possessed by a person or entity residing outside the City limits, upon property located within the City limits for disposal.
