(a) The term "rubbish, trash, newspapers, magazines or kindred material," as used in this section, shall not include or be construed to mean any:
(1) Putrescible animal and vegetable wastes resulting from handling, preparation, cooking and/or consumption of foods, or any other type of garbage; or
(2) Unusual quantities of materials resulting from repair, excavation or construction of buildings or structures, such as earth, plaster, mortar and roofing material.
(b) No person shall place any rubbish, trash, newspapers, magazines or kindred material upon or adjacent to any street in the residential area in the City of Hart except for collection by the City and then only in accordance with the rules and regulations established from time to time by resolution of Council.
