The City Council of said City of Hart is hereby authorized and empowered to enter into a contract with a suitable person or persons in an amount to be determined by said Council, for the purpose of furnishing the necessary vehicles for collecting and removing garbage, offal and other refuse matter in a manner directed by the Council. Council may, under rules and regulations adopted by it from time to time, provide for the collection of garbage, offal, dead animals or other refuse matter and for disposal of the same by the City of Hart. However, such person or persons entering into said contract shall discharge the duties imposed under the terms of said contract as an independent contractor and shall not be considered as an employee of said City of Hart.
