The words "garbage" and "offal" as used in this chapter, shall be held to include all refuse and accumulations of animal, fruit or vegetable matter, liquid or otherwise, that result from the preparation, use, cooking, storing or handling of meat, fish, fowl, fruit or vegetables, provided, however, that the word "offal," whenever used in this chapter, shall not apply to the by-products of butchers or meat markets.
