1042.03   SEWER USER CHARGE SYSTEM.
   (a)   All premises connected directly or indirectly to the sanitary sewers of the City, except as hereinafter provided, shall be charged and shall make monthly payments in amounts computed on the basis of this section.
   (b)   Rates to be charged for service furnished by the system shall be as described below and shown in Appendix I, codified at the end of this chapter.
      (1)   Commercial cost charge. Each user of the system shall pay a monthly commercial cost charge as shown in Appendix I.
      (2)   Readiness to serve charge. Each user of the system shall pay a monthly readiness to serve charge in proportion to his or her potential system usage in his or her user class.
      (3)   Flow charge. Each user of the system shall pay a monthly flow charge in proportion to the user's wastewater contributions to the system as shown in Appendix I.
      (4)   Surcharges. Each user that discharges wastewater strengths exceeding "normal strength sewage," as defined, shall pay appropriate surcharges for treatment of excess waste strengths as shown in Appendix I.
      (5)   Industrial pretreatment program fees. Each industrial user shall pay the City for the costs incurred in monitoring and administering the industrial pretreatment system as set forth in the program.
   (c)   Sewer user charges shall be computed on the basis of billable sewage flow as hereinafter provided. Residential users, as defined, shall be charged on the basis of actual recorded user water meter readings. Other user classes shall be charged on the basis of actual recorded user water meter readings, less actual metered amounts of sprinkling and/or nonprocess, nonsewage generating uses, or on the basis of metered sewage discharge.
   (d)   For miscellaneous services or where a premise receives sewer service for which a special rate shall be established, such rates shall be fixed by the City by resolution under the same regulations as for the passing of ordinances.

   (f)   The City shall have the right to adjust the sewer user charges based on an audit review of the system costs. Such an audit review shall be conducted annually by the City.
   (g)   All customers of the system will be included in a user class and each user class will pay for its proportionate use of the system in terms of volume and pollutant loading. Sewer user charges are levied to defray the cost of operation, maintenance (including replacement) and debt retirement of the system. The classes of users of the system, for the purpose of determining the user charges, shall be as defined in Chapter 1040.
   (h)   Each user that proposes to discharge wastewater to the system, which wastewater exceeds the limits of "normal strength sewage," will be required to either:
      (1)   Provide satisfactory pretreatment to reduce the strength of the wastewater to "normal strength sewage" or compatible levels; or
      (2)   Pay a surcharge determined by the relative concentration of BOD, suspended solids or other pollutant, as compared to "normal strength sewage."
