No peddler shall have an exclusive right to any location in the public streets, parking lots or other City-owned property, nor shall any peddler be permitted a stationary location thereon, nor shall any peddler be permitted to operate in any congested area where his or her operations might impede or inconvenience the public. For the purpose of this section, the judgment of a police officer, exercised in good faith, shall be deemed conclusive as to whether the area is congested or the public impeded or inconvenienced. The Council, by resolution, may waive the provisions of this section to accommodate festivals and special community events.
