As used in this chapter:
(a) "Distributor" shall mean the person responsible for placing and maintaining a newsrack in a public place.
(b) "Newsrack" shall mean any self-service or coin operated box, container, storage unit or other dispenser installed, used or maintained for the display and sale of newspapers or other news periodicals. This definition shall not include a portable platform or stand used by a person to distribute printed materials on a temporary basis, which is removed from the public place when not in use, so long as its use conforms to the location restrictions contained in this chapter.
(c) "Public place or places" shall mean public grounds, streets, sidewalks, alleys, bridges, culverts, overpasses, underpasses, grade crossing separations and approaches, public ways, squares and commons.
