No person shall willfully, wantonly or maliciously cut down, break, injure or in any manner harm or destroy any fruit tree, shade tree or ornamental tree or shrub of any kind, of which he or she is not the owner, or any fence not owned by him or her on the line of any street or facing any street, or fasten any horse or horses or other animal to or within the reach of any such tree, shrub or fence within the limits of the City of Hart.
