(a) It shall be unlawful for any person or persons to permit domestic fowl owned by them or under their care to enter upon the lands or premises owned by any other person or persons at any time between the first day of April and the first day of November in each year.
(b) This section shall not be so construed as to prevent an action for damages to be brought in any court having jurisdiction thereof.
