(a) It shall be unlawful during the months of November through March, inclusive, of each year to park or leave standing any vehicle of any nature, whether propelled by motor or otherwise, or whether occupied or unoccupied by any person or persons, between the hours of 2:00 a.m. and 6:00 a.m. of any day, except for doctors on emergency calls, upon any street or designated Municipal parking lot in the City of Hart.
(b) Whoever violates this section is guilty of a civil infraction and shall be assessed a civil penalty of five dollars ($5.00) for a first offense. For a second or subsequent offense within one year, such person shall be guilty of a misdemeanor and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than ninety day, or both.
