430.01   USE OF SKATEBOARDS, ROLLER SKATES, ETC.
   (a)   As used in this section:
      (1)   "Skateboard" means an item consisting of a short oblong board with a pair of small wheels at each end, ridden on a hard surface such as a floor or sidewalk.
      (2)   "Roller skates" means any shoe-like device with wheels attached.
   (b)   No person shall ride, roller skate, skateboard or operate a toy vehicle or similar device within the central business district of the City of Hart. This area is bounded on the north by the State Street Bridge, on the south by Lincoln Street, on the west by Courtland Street, and on the east by Dryden Street and Hart Street at East Main Street.
   (c)   No person shall ride a skateboard, roller skate, toy vehicle or similar device on State Street, Hart Street and Johnson Street to Peach Street. This covers the roadway only.
   (d)   No person shall ride a skateboard, roller skates or a similar device in the City of Hart in a reckless or careless manner or in a manner which is likely to result in injury or harm to any person or property.
   (e)   In addition to the penalty provided in Section 420.99, a police officer may impound the skateboard, roller skates, toy vehicle or similar device and hold the same until the fine is paid.
