It shall be lawful for Council by resolution to combine the offices of City Clerk, City Treasurer and City Manager in one person. Such person shall be subject to the provisions of and shall discharge the duties of said combined offices in the manner and as prescribed by the City Charter and the general laws of the State, provided, however, that Council shall thereafter have authority by resolution to repeal such action combining said offices and in such resolution to provide for the continuance of the office of City Manager in one person and the combination of the offices of City Clerk and City Treasurer in another person.
