208.23   DEFICIENCY IN ASSESSMENTS.
   Should the assessments in any special assessment roll, including the amount assessed to the City at large, prove insufficient for any reason to pay the cost of the improvement for which they were made, then the Council may make additional assessments to supply the deficiency against the City and the several lots and parcels of land in the same ratio as the original assessments, but the total amount assessed against any lot or parcel of land shall not exceed twenty-five percent of the value of such lot or parcel of land, as valued and assessed for State and County taxation in the last preceding tax roll, in reference to any one improvement.
