No special assessment roll shall be finally confirmed, except by the affirmative vote of two-thirds of the Council members elected, if prior to said hearing written objections to the proposed improvement have been filed with the City Clerk by the owners of the property which will be required to bear more than twenty-five percent of the amount of such special assessment. The City Clerk shall endorse the date of confirmation upon each assessment.
