When the special assessment roll shall have been reported to Council by the Board of Special Assessors, the Council shall order the same filed in the office of the City Clerk for public examination, and shall order publication of a notice of public hearing when the Council will meet and review the said roll. Such notice shall be made by at least one publication in a newspaper printed and circulated in the City, at least one week prior to the time set for the said hearing.
