As used in this chapter:
(a) "Cost," when referring to the cost of any public improvement, shall include the cost of services, plans, condemnation, financing, construction and legal fees and all other costs incident to the making of such improvement, the special assessments therefor and the financing thereof.
(b) "Public improvement" means any improvement upon public property which results in special benefit to the real property in the vicinity of such improvement.
