The Director of the Department of Finance shall be appointed or removed by the Mayor with the consent of Council. He shall be the fiscal officer of the Municipality and shall be responsible for the accounting, collection, custody, and disbursement of the funds of the Municipality. He shall serve the Mayor as financial advisor in connection with municipal affairs and shall perform such other duties, consistent with the office, as directed.
