§ 51.35 METER TESTING.
   When a customer has complaints about water bills being too high, the meter can be tested. If meter if found to be incorrect, customer will have the bill adjusted to the past three-month average. If the meter is found to be correct, customer will pay a $50 charge to be added to the water bill.
