No bypass around any meter shall be installed unless determined by the town to be necessary, and the installation is to be performed by the town; and where such devices exist, the use of same shall be regulated by the town. Unauthorized use of bypass may result in removal of meter as well as all other penalties, civil or criminal, provided by law. A violation of this section is punishable as a misdemeanor.
