In signing an application for service, the applicant assumes all risk and liability for any accident due to not placing a safety valve on his or her water heater or boiler, and hereby releases the town from all claims of damage of any kind or description.
   (B)   Scope of permit. Upon such application, a permit will be issued by the town which must specify the purpose for which the water is desired and which the permit is to cover, and whenever water is to be used for any other purpose than that specified in the permit.
