§ 98.08 MINIMUM STANDARDS FOR SAFE AND SANITARY MAINTENANCE.
   (A)   Exterior foundation, walls, and roofs. Every foundation wall, exterior wall, and exterior roof shall be substantially weathertight and rodent proof; shall be kept in sound condition and good repair; shall be capable of affording privacy; shall be safe to use and capable of supporting the load which normal use may cause to be placed thereon. Every exterior wall shall be protected with paint and/or coating or have other protective covering to prevent the entrance or penetration of moisture.
   (B)   Interior floors, walls, and ceilings. Every floor, interior wall, and ceiling shall be substantially rodent proof; shall be kept in sound condition and good repair; and shall be safe to use and capable of supporting the load which normal use may cause to be placed thereon.
   (C)   Windows and doors. Every window, exterior door, basement or cellar door, and hatchway shall be substantially weathertight, and rodent proof; and shall be kept in sound working condition and good repair.
   (D)   Stairs, porches, and appurtenances. Every outside and inside stair, porch, and any appurtenance thereto shall be safe to use and capable of supporting the load that normal use may cause to be placed thereon; and shall be kept in sound condition and good repair. Each porch, landing or floor more than 30 inches above adjacent finished grade shall have guards at 36 inches high, and shall have pickets installed so as not to allow a sphere greater than six inches to pass through. Handrails mounted 30 to 38 inches shall be required on one side of all stairs with four or more risers and if more than a 30 inches side drop off there shall be a guard with a height of 30 to 38 inches with pickets or intermediate railings so that a six inch sphere cannot pass through. All handrails shall be graspable.
   (E)   Bathroom floors; toilet, bath and shower spaces. Bathtub and shower floors and walls above bathtubs with installed shower heads and in shower compartments shall be finished with a nonabsorbent surface. Such nonabsorbent surfaces must extend at least six feet above the floor. Every bathroom floor surface and water closet compartment floor surface shall be constructed and maintained so as to permit such floor to be easily kept in a clean and sanitary condition.
   (F)   Supplied facilities. Every supplied facility, piece of equipment, or utility which is required under this chapter shall be so constructed or installed that it will function safely and effectively, and shall be maintained in satisfactory working condition.
   (G)   Drainage. Every yard shall be properly graded so as to obtain thorough drainage and so as to prevent the accumulation of stagnant water.
   (H)   Noxious weeds. Every yard and all exterior property areas shall be kept free of species of weeds or plant growth which are noxious or detrimental to health.
   (I)   Egress. Every dwelling unit shall be provided with adequate means of egress as required by the current version of the State Residential Building Code or the State Residential Building Code in effect at the time of construction, whichever is the least restrictive. All interior egress doors and a minimum of one exterior egress door shall be readily openable from the side from which egress is to be made without the use of a key or special knowledge or effort.
   (J)   Smoke alarms. Every dwelling and dwelling unit shall have smoke alarms installed and maintained according to the State Residential Building Code.
   (K)   Carbon monoxide alarms. Every dwelling unit shall have carbon monoxide alarms installed and maintained, minimum of one on each habitable level of the dwelling. Carbon monoxide detectors shall be installed and maintained according to the State Residential Building Code.
   (L)   Accessory buildings and structures. Every accessory building and structure shall be properly maintained in a safe, clean, sanitary, and substantial condition. Every accessory building or structure shall be free from physical hazards and other matter detrimental to public health or safety. A violation of this section is punishable as a misdemeanor.
